Finally figured it out why Cisco VPN connection using Maxis Wireless Broadband couldn't work. I'm able to get authenticated successfully on Cisco VPN, but there's no data traffic occurred.
At Maxis Broadband dialer, click on 
TOOLS - OPTIONS. Under GENERAL - CONNECTION TYPE, select RAS(modem).
TOOLS - OPTIONS. Under GENERAL - CONNECTION TYPE, select RAS(modem).
